Municipal (including Dingzhou, Xinji) Housing and Urban-Rural Development Bureau (Construction Bureau) :
In order to thoroughly implement the two-year action requirements of the Ministry of Housing and Urban-Rural Development for project quality management and improve the quality of engineering supervision work in the province, it was decided to carry out the inspection work of engineering supervision enterprises in the province, and the relevant requirements are as follows:
1. Scope of inspection
Enterprises whose industrial and commercial registration place is in the administrative region of our province, which have obtained the construction project supervision qualification certificate and are engaged in supervision business, and the engineering supervision projects under supervision.
2. Check the content
(A) enterprise qualification and management. In accordance with the spirit of the former Ministry of Construction "Construction supervision enterprise Qualification Management Regulations" (Ministry of Construction Order No. 158) document, focus on checking the number of enterprise registered personnel indicators; The chief supervision engineer is responsible for the management system and other work. Enterprise verification shall provide the following information:
1. Original or duplicate of enterprise qualification certificate;
2. Original or duplicate of the enterprise business license;
3. Original organization code certificate, original tax registration certificate;
4. The original registration certificate of registered practitioners required by the qualification standards of engineering supervision enterprises;
5. The chief supervision engineer of the enterprise is responsible for the system, the file management system and the documents that reflect the supervision of the enterprise on the project.
(2) Performance of the chief supervision engineer. On-site inspection of the supervision project, focusing on checking the implementation of the six provisions of quality and safety by the chief supervision engineer, the internal management of the chief supervision engineer, the state of project control and the implementation of Hebei Province's Construction Engineering Supervision Work Standards. Supervision data focus on checking meeting minutes, supervision logs, supervision planning, supervision implementation rules, supervision notice, construction organization design, construction plan, subcontractor qualification review, etc. The following information is required:
1. Original or photocopy of project supervision contract;
2. Project supervision planning, supervision logs and other archival materials;
3. When inspecting the project site supervision project, the chief supervision engineer shall be required to be in place and provide the corresponding certificate (the director shall provide the original registration certificate and ID card). The chief supervision engineer shall have a thorough understanding of the project and accept the inspection.
3. Time arrangement
From now to June 30, 2016 for the enterprise self-inspection and self-correction stage. From July 1, the municipal construction departments will organize inspections of supervision enterprises within the scope of their jurisdiction, and inform the inspection situation within the city, and rectify the qualifications and work quality of enterprises that do not meet the deadline, and the inspection results will be reported to the provincial Department of Housing and Urban-Rural Development in the form of official documents before July 25, and sent to email. The provincial Department of Housing and Urban-Rural Development will conduct supervision and inspection of the inspection situation in each city in a timely manner, and spot check some supervision enterprises (focusing on spot checks of substandard qualifications and poor quality enterprises).
Fourth, inspection methods
The inspection is carried out in the form of on-site inspection. First, the inspection team to the enterprise office to verify the relevant situation of enterprise qualification; Second, the inspection team will inspect 1 project site that the enterprise is supervising (the supervision enterprise will provide a statistical table of all projects under supervision).
V. Other matters
(1) Construction authorities at all levels should attach great importance to the inspection work, carefully arrange, carefully organize, through the inspection, so that enterprises can further improve the internal management, improve the quality of supervision work, and promote the overall quality of supervision work in the province.
(b) For the supervision enterprises in the inspection due to the supervision of the project market behavior is not standardized or unqualified inspection, the time limit is not corrected in place, will be notified of their violations in the province; For enterprises that do not meet the qualification conditions and are still not in place within the time limit for rectification, their enterprise qualifications will be revoked or suggested to be revoked in accordance with the qualification management authority.
