In order to steadily promote the reengineering of the approval process of planning permission, construction permission, completion acceptance of investment construction projects, reduce the approval links, improve the approval efficiency, and optimize the development environment, this work plan is formulated according to the "Guiding Opinions on the reengineering of the approval process of investment construction Projects" of the General Office of the provincial government and in combination with the actual situation of our province.
First, the overall task
The administrative approval process of the three stages of planning permission, construction permission and completion acceptance (hereinafter referred to as the "three stages") of the investment construction project is reorganized by means of "integration process, one-door acceptance, parallel approval, information sharing and completion within a limited time". Effectively solve the problems existing in the three-stage examination and approval process, such as numerous processes, complicated links, complicated requirements, long time limit, low efficiency, and excessive discretion, optimize the examination and approval process to the maximum extent, reduce the examination and approval items, reduce the examination and approval materials, simplify the examination and approval process, reduce the examination and approval time limit, improve the efficiency of administrative examination and approval, and establish and improve the standardization and standardization system mechanism of administrative examination and approval. Continuously improve the level of service and public satisfaction.
2. Scope of implementation
Applicable to government investment construction projects and enterprise investment construction projects (hereinafter referred to as investment construction projects). Process reengineering is carried out according to the two categories of housing construction and municipal infrastructure projects and other engineering construction projects. Where there are special provisions on rescue and disaster relief, emergency works, temporary construction works, cultural relics repair and maintenance works, etc., such provisions shall apply.
Third, reform content
1. Reducing the number of items subject to examination and approval
The relevant departments of the province shall organize the cleaning up and standardization of all the approval matters involved in the three stages. All matters that are not based on laws and regulations will be cancelled. All existing items subject to examination and approval that can be cancelled will be cancelled to minimize the number of items subject to examination and approval. Based on the actual situation of examination and approval, the examination and approval links and levels with repeated reviews or similar functions will be streamlined to the maximum extent.
2. Optimizing approval procedures
1. Identify the lead department. The urban and rural planning department is responsible for the leading work in the planning permission stage, and the housing and urban and rural construction, transportation, port, railway, water conservancy, civil aviation and other departments are responsible for the leading work in the construction permission stage and the completion acceptance stage of professional investment construction projects according to their respective responsibilities.
2. Implement parallel approval. Matters that can be connected in parallel for each link of the three stages or related to each other shall be included in the parallel examination and approval items. The examination and approval department should break through the boundaries between the examination and approval items, propose the technical review content of the examination and approval process in advance, list the list of technical consulting services related to the examination and approval conditions, standards, content, etc. according to the characteristics of the investment construction project and the examination and approval requirements, and prepare the parallel examination and approval items and stage service guidelines, examination rules and approval flow charts.
3. Prepare approval flow chart. All provincial departments shall organize the preparation of the approval process diagram connected with the three main links of planning permission, construction permission and completion acceptance, and the specific matters listed in the flow chart shall be set according to the maximum possible procedures for the project.
4. Establish a joint approval mechanism. On the basis of the implementation of parallel approval, in accordance with the "lead department is responsible for convening the relevant departments at this stage to hold a joint review meeting or the relevant departments will issue written opinions according to the legal procedures within a limited time, conduct joint review of the project application materials, and form the joint review (acceptance) results" model, All departments directly under the province shall separately draw up a list of items that enter the three stages of joint review, joint testing, joint investigation, joint acceptance, and regional evaluation.
5. Shorten the approval time. The relevant departments of the provincial government shall organize the statutory examination and approval time limit of administrative licensing matters, and clarify the further compressed commitment processing time limit for the matters participating in parallel examination and approval and joint examination and approval.
3. Improving examination and approval services
1. Implement one door in and out. Breaking the boundaries between departments, the lead department accepts the application materials uniformly at each approval stage, organizes other approval departments to carry out parallel approval, joint approval, urges and coordinates the approval progress, completes the approval within the time limit of the process, and uniformly informs the project construction unit of the approval result.
2. Simplify the application materials. According to "the application materials for the administrative license implementation department (system) issued by the license or approval documents, or the administrative license implementation department can obtain relevant information through information sharing with other departments, shall not require the license object to submit relevant declaration materials, the license object is only responsible for providing the name of the approval document, document number, code and other information for the implementation department to query and verify." No longer submit the original or copy of the license or approval document "principle, the relevant departments of the province to organize the implementation of the system of administrative license approval and related matters need to submit the relevant license, declaration materials and other preconditions (elements), pull out the cancellation, retention and do not require the submission of the original (copy) of the approval of the preconditions (elements) list.
3. Formulate approval standards. The relevant departments of the provincial government shall organize the formulation of detailed and clear examination and approval service guidelines, examination rules and examination and approval flow charts for the reserved examination and approval items through the corresponding forms of "documents", "tables" and "drawings", and from the perspective of the examination and approval counterparts.
4. Remote declaration and online approval. The relevant departments of the provincial government shall organize all the approval matters involved in the three stages to sort out and standardize, and for the matters that have the conditions for online approval, pull out the list of approval matters that are implemented in the three stages of online consultation, online application, online handling and online inquiry.
(4) Standardizing intermediary services
The relevant departments of the province shall organize the liquidation and standardization of intermediary services in the three stages of administrative examination and approval process. Any additional administrative license intermediary service items in addition to the provisions of laws, regulations and decisions of The State Council, administrative license intermediary service items designated by the applicant for administrative license, or administrative license matters transferred to administrative license intermediary service organizations for handling, shall be cancelled; All provisions that restrict or in disguised form restrict the intermediary service organizations of administrative license outside the region to carry out intermediary service of administrative license shall be cancelled; Where the intermediary services of specific licensed intermediary service organizations are accepted by setting special conditions, raising or lowering standards, etc., the provisions for the applicant of administrative license to designate intermediary services for administrative license shall be cancelled. On this basis, pull out the reserved list of services commissioned by the applicant to carry out the intermediary agency.
Fourth, the reform principle
(1) Combination of strips and blocks. The relevant departments of the provincial government are responsible not only for their own departments, but also for the reengineering of the approval process of the system.
(2) Strict submission. The departments involved in this process reengineering shall submit the relevant cleaning results and policy basis to the Provincial Department of Housing and Urban-Rural Development in accordance with the requirements of this plan. Administrative license items, links, processes, essentials and other elements that are hidden or missed shall be regarded as cancelled.
(3) Examination and approval according to law. In accordance with the principle of cleaning up without the basis of laws, regulations and rules, the approval is strictly in accordance with the legal authority, scope and standards.
(4) Extensive argumentation. In the process of cleaning up, for the administrative license and intermediary service matters to be retained, the optimized links, processes, requirements, approval norms and other elements, we will organize symposiums and demonstration meetings to solicit opinions from all walks of life and experts.
Five, work steps
(1) Clean-up and regulation stage (before July 15, 2016). All relevant departments of the provincial government shall, in accordance with the "Guiding Opinions on the Reengineering of the Approval Process of Investment Construction Projects" and the requirements of this "Plan" of the General Office of the Provincial Government, carefully clean up and standardize all the administrative licensing and intermediary services of the department and the system involving the three stages, as well as aspects such as links, processes and requirements, and write out a cleaning report. (2) Professional audit stage (before July 31, 2016). The Provincial Department of Housing and Urban-Rural Development led the organization to review the legitimacy and rationality of the relevant approval items, application materials, links, time limits and other elements submitted by the relevant departments of the province, and to solicit opinions and arguments by holding forums, demonstration meetings or hearings and other forms of coordination on disputed matters.

6. Organization and implementation
(1) Clarify the leading and responsible departments. Provincial housing urban and rural construction department is the comprehensive coordination department of this work. Provincial development and reform, finance, education, national security, land and resources, oceans, environmental protection, transportation, civil aviation development and construction, railway management, water conservancy, forestry, health and family planning, quality and technology supervision, production safety supervision and management, civil air defense, meteorology, earthquake, public security fire protection, cultural relics and other relevant provincial departments are responsible for the three stages of approval process reengineering.
2. Strengthen organizational leadership. The provincial housing and urban and rural construction department has set up a three-stage approval process reengineering leading group, and the relevant departments of the province should also set up corresponding leading bodies, responsible for the coordination and organization of the approval process reengineering of the department and the system. All relevant departments of the province shall, in accordance with their duties, take the initiative to do the corresponding work, and seriously complete the reform tasks involving their own departments and systems.
3. Strengthening supervision and implementation. The relevant departments of the province should incorporate this work into the key content of the style of rectification of provincial organs, and the head of the department should personally plan, clarify the goal, refine the measures, carefully arrange, strengthen supervision, and strongly promote, and effectively implement the reform in accordance with the goals, content, standards, and time limits.
