1.2 This billing rule can be used as a reference for the compilation of budget estimates for construction supervision service fees, the determination of bidding prices for construction supervision and the signing of supervision contracts in the administrative area of Hebei Province at this stage.
1.3 Construction project supervision means that the project supervision unit, entrusted by the construction unit, controls the quality, cost and schedule of the construction project, manages the contract and information, and coordinates the relationship between the relevant parties of the project during the construction phase in accordance with laws and regulations, project construction standards, survey and design documents and contracts. Related services refer to the service activities provided by the project supervision unit entrusted by the construction unit in accordance with the construction project supervision contract during the construction project survey, design, warranty and other stages.
1.4 The contracting and contracting of construction project supervision and related services shall follow the principles of openness, fairness, rationality and good faith.
The scope of service and work content shall be stipulated in the construction project supervision contract, and shall comply with the requirements of the current Construction Project Supervision Code, Hebei Province Construction Project Supervision Work Standard and relevant laws and regulations.
1.5 Supervision units shall consciously maintain the normal price order in line with the principle of industry self-discipline, strengthen internal management, improve comprehensive strength, and promote the healthy development of engineering supervision industry.
Supervision services shall be implemented in strict accordance with relevant national and provincial (municipal) laws, regulations and standards, equipped with qualified personnel and facilities suitable for the content of supervision services according to different stages of project construction and according to the supervision contract, and encourage the introduction of advanced modern management means for on-site management. Improve the quality and efficiency of the work and meet the requirements and provisions of the construction unit and laws and regulations, supervision norms and working standards.
1.6 This billing rule includes two forms: comprehensive rate method and manual comprehensive unit price method. The construction unit and the supervision unit shall, according to the characteristics of the project and the entrusted contents, adopt appropriate charging methods to determine the amount of fees.
1.7 Construction project supervision and related service billing shall reflect the principle of high quality and high price. Under the premise of ensuring the quality of the project, if the construction supervision and related services save investment, shorten the construction period, introduce advanced management methods or adopt advanced technologies such as BIM to achieve significant economic benefits, the employer and the supervisor may reward the supervisor according to the contract, according to the amount of investment saved by 10% to 15%.
