Development advice

In order to accelerate the full implementation of green building projects in our city, change the situation that some administrative departments and market entities do not have strong work initiative, the green building supervision process is not smooth, the link is not close enough, and the division of responsibilities is not clear enough, so as to better achieve the development goals of green buildings in our city, and strengthen the implementation of the responsibilities of the construction administrative departments and the responsible bodies of all parties. Regulate the construction and management of green buildings in our city, According to the Notice of The General Office of the State Council on forwarding the Green Building Action Plan of the Ministry of Housing and Urban-Rural Development of the Development and Reform Commission (GuoChangfa (2013) No. 1), the Implementation Opinions on carrying out green Building Action to create a Building Energy Efficiency Province (Hebei Government Office (2013) No. 6), and the implementation opinions on Accelerating the development of green buildings issued by the Langfang Municipal People's Government Office Notice (Corridor Administration Office (2014) No. 33) and other documents, combined with the actual work of promoting green buildings in our city, put forward the following opinions:

First, the general requirements for green building development

(1) Since January 1, 2015, all the new, expansion and reconstruction of the government investment, single building over 20,000 square meters of large public buildings, affordable housing, residential quarters over 100,000 square meters and other civil buildings in the administrative area of the city shall be planned, designed, constructed and managed in accordance with the standards of green building one star and above. Among them, the two-star and above green building area accounts for more than 25% of the total green building area of the city.

(2) Before January 1, 2015, the project that has completed the joint examination of construction drawings may implement the original building energy efficiency standards, and the civil building that has not completed the examination of construction drawings shall implement the Green Building Evaluation Standards (GB/T50378-2014).

Second, the responsibilities of the parties responsible for the green building project before construction

(1) The project unit shall organize and plan in advance the ways of implementing green buildings in the proposed project, and make it clear that the proposed project should meet the star standard and technical requirements of green buildings in combination with the local climate, economic conditions and characteristics of the proposed project.

(2) In the process of applying for the Project Feasibility Study Report, Project Application Report or Project Filing Application Form, the project unit shall include the green building star target and technical requirements achieved by the proposed project into the Green Building Special Chapter.

(3) The design unit shall prepare the design scheme, preliminary design and construction drawing design documents including the Green Design Paper in accordance with the Green Building Special Paper approved by the development and reform department, and ensure that the construction drawing design documents meet the Green Building Evaluation Standards. And fill in the Green Building Self-Assessment Report according to the green building star target.

Passive design strategy should be given priority in green building design, and computer simulation techniques such as wind environment, light environment, thermal environment and sound environment should be used to optimize green building design.

(4) The construction drawing review institution shall review the construction drawing design documents submitted by the project unit according to the "Green Building Evaluation Standards", and make review comments, which shall be submitted by the project unit to the Langfang Green Building Expert Committee for special review; The problems found in the special review shall be informed in writing to the project unit, the design unit and the construction drawing review institution for modification and improvement; The revised design documents shall be submitted to Langfang Green Building Expert Committee for review; The construction drawing examination institution shall affix the special seal for construction drawing examination on the design document of the construction drawing. For projects that have not passed the special evaluation, the construction drawing examination institution shall not pass the examination of the construction drawing design document, the construction administrative department shall not pass the energy conservation registration, and shall not issue the construction license.

(5) After the construction drawing design document has passed the joint examination of the construction drawing, it is not allowed to modify in principle. When it is necessary to change the design, the design change shall not reduce the star standards and technical requirements that have been reviewed and approved. Changes involving green building technical requirements, subject to review by the green building Expert committee before implementation.

Third, the responsibilities of the parties responsible for the implementation of green building projects

(1) Project unit

1. Construction drawings stamped with special seal for construction drawing review must be used for project construction. Before the project starts, the project unit shall organize a special joint review of green buildings, and the participating parties shall review the key contents of green buildings in the design document one by one and form a joint review record; The building energy conservation management institutions at all levels shall supervise the procedures and contents of the joint audit.

2. The project unit shall not express or imply that the design unit or the construction unit will lower the green building design standards during the construction process, and shall not cancel the green building technology that has been designed without authorization.

3. The project unit shall strengthen the disclosure of green building information. In the project construction site, sales site to set up signs, according to the approved construction drawing design documents express energy saving, land saving, water saving, material saving, environmental protection and other performance indicators.

4. The project unit shall not issue the completion acceptance report for the project that is not constructed in accordance with the green building standards; Construction administrative departments at all levels shall not issue supervision opinions on completion acceptance.

5, the project unit in violation of the above requirements, construction administrative departments at all levels shall be in accordance with the "Energy Conservation Law", "Civil building energy conservation Regulations" and "construction project quality management Regulations" relevant provisions of punishment.

(2) Construction units

1. The construction project Department shall establish a green building construction management organization, improve the management system and system construction, and carry out target decomposition, implementation and assessment according to the general objectives of green building construction. As the first responsible person for green construction, the project manager is responsible for the organization and implementation of green construction, and designates management personnel and supervisors at all levels of green building construction.

2. The construction project department shall formulate the environmental protection plan and the occupational health and safety management plan for the construction personnel during the whole construction process, and organize the implementation.

3. The construction organization design of the construction unit shall include green building construction content. Before construction, the special construction plan of green building should be prepared, the construction control process and construction technology should be determined, and the construction personnel should be briefed on the key contents of green building. In the construction log, the implementation of the key contents of the green building should be recorded.

(4) If the construction unit fails to carry out construction in accordance with the construction drawing design documents, the construction administrative departments at all levels shall be punished in accordance with the relevant provisions of the Regulations on the Quality Management of Construction Projects.

(3) Supervision unit

1. The supervision unit shall prepare the "Green Construction Supervision Rules", and the supervision personnel shall strengthen the construction process and on-site supervision and management. The supervision log shall record the supervision of the key contents of the green building.

2. The supervision unit finds that the construction unit does not carry out construction in accordance with the green building standards, and shall require the construction unit to correct; If the construction unit refuses to make corrections, the supervision unit shall promptly report to the project unit and the competent construction administrative department.

(3) Where the supervision unit colludes with the project unit or the construction unit, engages in fraud and reduces the green building standards, the competent construction administrative departments at all levels shall punish them in accordance with the relevant provisions of the Regulations on the Management of Construction Project Quality.

Fourth, further improve the supervision and management mechanism

(1) Government-invested public welfare projects and large public buildings that implement green building standards should carry out real-time monitoring of building energy consumption, and realize docking with building energy consumption supervision platforms at all levels. Before the completion and acceptance of the project, the construction unit or the entrusted professional unit shall conduct special debugging of the project heating, air conditioning, lighting, ventilation, automatic control and other systems according to the contract requirements to ensure that the system operation effect is consistent with the design requirements, and the professional testing institution shall conduct energy efficiency assessment of the project.

(2) The project unit shall, after passing the special review of green buildings and obtaining the "Construction Project Planning Permit" and "Construction Project Construction Permit", declare the green building design evaluation mark to the municipal building energy efficiency management agency. After the project is completed and accepted and put into use for one year, the green building evaluation mark shall be declared to the municipal building energy efficiency management agency.

(3) When applying for the green building design evaluation mark, the project unit, the design unit or the green building consulting institution shall be jointly responsible for the organization of the identification and application materials as the application unit; When applying for the green building evaluation mark, the project unit and the project property management agency shall be jointly responsible for the organization of the identification and application materials as the reporting unit.

(4) No unit or individual shall use the green building signs for false publicity, and shall not transfer, forge or falsely use the signs. If the project that has obtained the green building design mark is not implemented according to the design requirements, the municipal construction administrative department shall recover its design mark, cancel the relevant reward and impose punishment according to the relevant provisions.

(5) Any project that does not meet the green building standards shall not be declared for National Quality Project, Luban Award, and Provincial Anji Cup.

(6) The appointment system shall be adopted for members of the Green Building Expert Committee. The municipal building energy conservation management organization regularly organizes training and assessment, carries out dynamic management of survival of the fittest, and timely announces the composition of the expert committee, and accepts social supervision.

(7) Fully implement the lifelong responsibility system for responsible project leaders. The responsible personnel of the construction, survey, design, construction drawing review, construction and supervision units shall sign the Green Building Responsibility Commitment Letter before the project starts. We promise not to violate green building design standards during the construction of the project and ensure the quality of green building projects. The "Green Building Responsibility Commitment Letter" shall be submitted by the project unit to the local building energy conservation management agency and each responsible entity for retention. After the completion of the project, it shall be submitted to the urban construction archives management department together with the engineering and technical archives.

(8) Implement the green building target responsibility assessment system. The overall goal of green building development in the city is incorporated into the work assessment system of each county, district and development zone, the assessment results are reported to the society, and the counties and districts that have not completed the green building goal shall be held accountable for the relevant responsible persons in accordance with the relevant provisions. Establish a green building information quarterly report system, construction administrative departments at all levels at the end of each quarter of the last quarter of green building construction in their jurisdiction, reported to the municipal construction administrative department.

(9) Construction administrative departments at all levels should improve the institutional setup and personnel allocation of green building supervision, refine work procedures and processes, strengthen internal management, implement supervision responsibilities, coordinate the supervision forces of project approval, quality, safety, inspection, energy conservation, bidding and other aspects, and form a comprehensive supervision mechanism with clear division of labor, coordination and joint management.

(10) The municipal building energy efficiency management agency is responsible for the preliminary examination and declaration of the city's one-star and two-star and above green building evaluation marks; Responsible for the establishment and management of Langfang green building evaluation expert database. The special review of green buildings in each county (city, district) and development zone is temporarily organized and implemented by the municipal building energy efficiency management agency.
